Awareness about the scheme and Process to Farmers
To make the
PMFBY (Pradhan Mantri Fasal Bima Yojana) successful the most important step is
the Grievance handling. It is the critical stage of implementation and one of
the key point to make PMFBY successful.
A
grievances-redressal system will help distressed farmers resolve issues
regarding scheme and the provision for insurance and claim payments. This will
be more agro friendly system and improve resilience against agriculture
uncertainty.
Approach and Objectives :
- Encourage farmers participation.

Protection insurance implementation during loss.

Remote
sensing high risk agriculture area; Stage 1,2,3 based on capacity expansion and
fund for technology in agriculture.

Now consider
the report of the newspaper ‘ The Tribune” on June 4th, ambala, in order to
address the grievances of farmers registered under the Pradhan Mantri Fasal
Bima Yojana (PMFBY), the district administration has directed an insurance
company to appoint its representatives at the district and block-level offices
of the Agriculture Department or face penalty.
The
administration has issued the directions following repeated agitations by
farmers to get their compensation under the PMFBY.
Department Response
: “Farmers come to the office and express resentment.”
“Role of the
department is to facilitate the farmers to get the compensation from the
insurance company”.
All the data
pertaining to claim made, premium collected and necessary documents lie with
the company itself.”
Directions
have been issued in this regard to ensure that farmers can get all the required
information related to crop insurance scheme. In the absence of the
representatives of the insurance company, a penalty of Rs 2,000 per day will be
imposed on the company.”
Why this Luke
warm approach by the Insurance companies? or what is the challenge
insurance companies are facing? To be reviewed and must not be ignored.
PMFBY has
been delayed in payments to farmers, payouts to farmers suffering crop losses
hinges on accurate estimates of yield loss, arrived at through crop-cutting
experiments. Insurance companies tends to dispute yield loss data sent by the
state, or delay in payments or rejections.
PMFBY allows
a subsidy in the premium –based system, ( premium is subsidized by the center
and state government to reduce financial burden on farmers) which is
implemented through a multiagency frame work of selected private insurance
companies, ministries of agriculture, GoI and state gov. in coordination
with the commercial banks, cooperatives, regional rural banks and regulatory
bodies.
Private-public
partnership works best in the agriculture sector, the government has the power
to collect data and finance premium support in the form of subsidies, while the
private sector enables the availability and mobility of credit.

payment/ localized risk coverage/post –harvest losses coverage/ prevented
sowing coverage/ use of technology/ awareness/ insurance companies.

To quicken
assessment of crop damage, correct evaluation can only make the payment on time
and minimize the dispute and gain the confidence in the scheme and also make
the Agriculture less risk prone.
The vision
must be to make the youth participative and lucrative like other sector of
Indian economy.
- Thorough study is
required to study an assessment of PMFBY performance and its structural
issues. States choose to voluntarily implement the PMFBY.
- Crop must be
notified.
- How and why of
choosing the major crop during the season.
- Exclusion of farmers
who grow non notified crops.
- Trust to be earned:
Farmers must be well informed about the scheme while taking loans, or not
taking loans. They have the option for Opt-In and Opt Out.
- Banking institutions
must take the farmers consent.
Some of
the states have leasing agriculture land issues and also owners, title name
issue, joint land owners big hurdle. This too can be resolved by digitization
of land record and share of land in each family by mutation record.
Awareness
brings Transparency; Insurer must reach the block level office to address the
farmers. Lack of infrastructure cannot be the cause of not resolving or hearing
the farmers. If they can be in their field, the insurance company must reach
upto them.
Massive
campaign regarding scheme. State must notify the crop district wise while
choosing crop during the season, ignoring this results in the exclusion from
insurance coverage. If minimizing the landholding that must be well
informed.
There must be minimum three insurance company to have competition, monopoly must not exist. District wise-Crop wise/ Season Opt-in / out option, flexibility in scheme.
To enhance
the penetration of crop insurance –district wise.
Good
governance and well coordination between state-level committee and district
–level committees can boost timely implementation.
Regulatory
framework covering Price risk and Yield and seed damage recovery will enhance
stability in the farmers.
Role of Data
science /Technology support to bring transparent system: To map the crop
maturity with remote sensing and use of Artificial Intelligence to assess the
crop damage. This will shorten the settlement, assess the exact loss of crop,
quantify, measure the impact in correct way. Right compensation leads to less
dispute and reduces the time and energy of department of both public as well as
private companies consequently it will increase the employee
productivity.
