How important the role of town planning to study the existence mandis and to increase the #supplymanagement by decongesting the mandis , this can be read as #supplychainstrategy to enhancing the mandis by adding utilities services.
To begin with, the Punjab State Agricultural Marketing Board was
established on 26th May,1961 under the Punjab Agricultural Produce Markets Act,
1961 with an objective to control and supervise the marketing network of sale,
purchase, storage and processing of processed or non-processed agricultural
produce from agricultural, horticulture, animal husbandry and forest produce.
PSAMB is a corporate body as well as a local authority having perpetual
succession and a common seal, with power to acquire, hold and sell property.
BRIEF
There are 153 Agricultural Produce Market Committees in the State established under the Act. There are one principal market yard, one or more sub market yards and seasonal purchase centres in each market committee. During the marketing season for the wheat in Rabi and Paddy in Kharif about 1590 and 1514 purchase centres are established apart from the main principal market yards and sub market yards which facilitate the farmer to sell his produce within the radius of six to eight kilometers. PSAMB exercises superintendence and control over the APMC’s.
The Punjab Agriculture produce is being regulated under the Punjab Agriculture Produce Markets Act, 1961. The preamble of the act is "An act to consolidate and amend the law relating to the better regulation of the purchase, sale, storage and processing of Agricultural produce and the establishment of the markets for Agricultural produces in the state of Punjab". The primary object of Punjab Mandi Board and Market Committees is to establish modern Markets for efficient marketing of agricultural produce by providing modern facilities in the mandis and to enforce the provisions of the Act, Rules Bye-laws framed there under.
Initial project covered 53 Market Committees with development works at 178 different places in the State. The main components of this project are provision of pucca auction platforms, metalled roads, water supply, sewerage system, permanent electrification, drainage and construction of cover sheds on auction platforms in selective mandis.[official site data]

The
Board emphasis for provision of cover sheds in all important mandis to guard
against inclement weather during the peak procurement time for paddy and wheat
in order to minimize the losses to farmers as well as to the Govt. in the
procurement operations.
The
Board is also contributing seed money in case of those Market Committees, which
are economically weak.

Mandi plan is a synthesis of factors which influence the modern inventory management, operation of the market and facilitates the public purpose at present and future accessibility, therefore overall layout plan must encapsulate advance amenities. The execution of expansion plan requires money, time and land, which must be effectively based on best facilities- state of art. A good plan to reflects these factors and to provide the maximum benefit for the minimum investment.

The mandi market must be developed at pace with
infrastructure and connectivity:

in more advance manner and new mechanism for agriculture market ,therefore mandi market must be aligned with present
infrastructure development taking place, road expansion, state highways,
national highway and thus aligning it with national development.
- Connectivity has improved through the construction of highways consequently the agro market supply chain will grow and it is essential that mandi layout plan must be improvised and strategic location to be opted earliest .
- The present mandi market layout plan and facilities must be taken seriously to facilitate fast supply chain management process, minimize the crop damage case and viewed as market development as a socio-economic process.
- Mandi market as smart connectivity for supply chain management.
- Mandi market as an expressions of best regulation, public interaction centre between farmers and sales of goods; and
- Mandi market must be viewed as caring center for the sale of goods and easy transportation and storage.
- Present situation
Punjab Mandi Board
must plan to develop integrated New Mandi Township, wherein, storage
facilities’ of agro-produce along with agro-processing industries, fulfillment
of commercial and residential need of rural population.
The
basic objective of the proposed planned development is to decongest existing
Mandi with minimum land required to provide such facilities in the Mandi.
The state
like Bihar and UP having very high population must also understand the critical issue to decongest its existing
mandis and to plan it by aligning with town planner and master plan. The state
has to take the ownership and it cannot afford to loose this vital issues. For this to happen state government must propose the land and link it with the city mandis and agro market.
Therefore,
it is essential to Understand the aspect of land pooling and The Right to Fair
Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement
Act 2013 has been enacted in 2014 which has provision of SIA, preparation of
Rehabilitation scheme and other complex and time consuming procedure. As a
result, it takes about 2-3 years for land acquisition to complete. Acquisitions
under the land acquisition act are often subject to enhancement which can
become a huge liability to the Government of Punjab. Recent experiences about
land pooling have been very encouraging in Punjab. It is noted that owners have
been inclined towards land which has following benefits: -

The acquisition is done
with the consent of farmers as farmers become partner in urban planning, as a
result there is no litigation and project completes in time,
2.
There is no immediate or
contingent financial burden to the state,
3.
Land owners get parcel of
commercial land which helps them to regain their livelihood,
4.There is provision of Chakauta (Subsistence
allowance) for farmers to maintain their livelihood during planning Period
(till the allotment of sites).
In view of the above point, Mandi Board
must propose to formulate a Land Pooling
policy mainly in line with the Land Pooling Policy of the Department of Housing
and Urban Development.
